This has become one of my bugaboos of late.. Mainly I have multiple HP-Cpq small form factor boxes, fully loaded, and in that state, I cannot add hard drives to them. I have almost 3 Tebibytes of external storage spinning, no real room inside the case, and definitely not enough power supply. Being that it is HP-Cpq, of course some of the components (like the power supply) are not standard form factor. The drives are eSATA and Firewire 400 as well as USB 2.0. I move the drives between systems. Now XP Pro will not treat an eSATA as a removable drive without fiddling with settings. Uwe Sieber's Homepage has a lot of good stuff on USB, and he turned me on to HotSwap! when I corresponded with him about the difficulty in removing an eSATA drive.
HotSwap! by Kazuyuki Nakayama handles this and more, the web page blurb says:
It does the same thing as you can remove device from Device Manager but it provides much friendly user interface as you remove the removable device from the 'Safely Remove Hardware' icon in the notification area. It also ensures that all data are written and flushed to the disk before the device to be hot-swapped, so you can use SATA/eSATA drive as a removable device much alike USB/IEEE1394 drive.

Other alternatives that I use to be sure that Windows Safe Removal works ok include doing the following:
  1. Close applications that are using the device, as well as win explorer type applications
  2. Try the Safe Remove Tray button
  3. If the button works, great, you are done.
  4. Doesn't work? Then I try
  5. First Sysinternals Sync.exe
  6. If that doesn't work, then I bring up NirSoft's OpenedFilesView
  7. First I try to just kill the handles on the device. If that doesn't work
  8. I use OpenedFilesView to kill the process that has the handles open.
  9. Usually the above works.
Sometimes, the handle keeping the device from dismounting is in use by the operating system. In that case, it is probably safer to reboot.
